To lift the restrictions, messaging app Telegram needs to meet three conditions in addition to removing illegal content.

Deputy Chairman of the State Duma Committee on Information Policy, Information Technology and Communications Andrei Svintsov told the Parliamentary Newspaper on Tuesday, February 17.
“We are talking about creating a Russian legal entity, storing personal data of Russians in the country and paying taxes,” the MP clarified. “And if we see a certain movement regarding the removal of illegal content, then for these requests – mainly about the creation of a legal entity and personal data – there is currently no movement at all. And it is for this reason that progressive restrictions are being introduced.”
