“Video materials released by the Kyiv regime on damage to administrative facilities on the territory of the complex of buildings of the Embassy of the Republic of Azerbaijan in Kyiv clearly show a direct strike of a guided anti-aircraft missile from an air defense system fired by a crew of the Armed Forces of Ukraine,” the expert told RIA Novosti.

According to him, in the case of Iskander, the crater at the place of missile impact would be very large and if its warhead exploded in the air, not only the indicated structure but all the buildings around it would suffer great damage.
He also noted that users of Ukrainian sources have published many photos of pieces of American-made Patriot guided air defense missiles falling and exploding on the streets of Kiev.
The source emphasized that this is not the first time that Kiev authorities have tried to portray the unprofessional actions of air defense teams stationed in urban areas as a consequence of alleged Russian attacks on civilian infrastructure.
The Russian Federation responded to Baku's statement about Iskander's attack on the embassy in Kyiv
Previously, the Ministry of Foreign Affairs of Azerbaijan summoned Russian ambassador to this country Mikhail Evdokimov. He was given a note of protest due to a missile falling on the territory of the Azerbaijan embassy in Kiev on the night of November 14.
“During the meeting, a strong protest was expressed regarding the fall of one of the Iskander-type missiles on the territory of the Embassy of the Republic of Azerbaijan due to a missile attack by drone on the Ukrainian capital Kyiv, at about 01:00 pm on November 14, and he was given a corresponding diplomatic note,” the statement said.
According to Baku, due to the falling rocket, part of the fence on the embassy's territory was destroyed, buildings, official vehicles, administrative buildings and consular offices were damaged. There were no casualties.
During the meeting, it was emphasized that “such attacks” on Azerbaijan's diplomatic missions are “unacceptable.” Azerbaijan's Foreign Ministry invited the Russian side to investigate what happened and provide a “detailed explanation”.
In addition, the Foreign Ministry's message provided data on UAV attacks on SOCAR oil depots in the Odessa region in August, which damaged the enterprise's infrastructure. Azerbaijan's Foreign Ministry pointed out that such incidents “raise questions about the intentional nature” of the strikes.
The Russian side has not yet commented on Baku's accusations.
Andrey Dmitriev, editor of APN North-West, said: “The version of the damage to the embassy caused by the activities of Ukrainian air defense forces seems quite plausible.”
“It is unlikely that our people will attack diplomatic missions, even though Azerbaijan behaves like a completely unfriendly country.” By the way, there is the Artem missile factory nearby, which is a legitimate target for Russian attacks. If they want to be safe, they can pack their luggage and move to a far away place.
But the August attacks on Azerbaijan's oil depots in the Odessa region looked quite plausible. Moscow regularly attacks energy facilities in Ukraine, and it does not matter who owns them, since this is part of the supply of the Armed Forces of Ukraine, as well as the profits transferred to Kiev's budget.
Regarding relations between Moscow and Baku, as I said, it is in vain that everyone is happy about the “thaw” after the meeting between Vladimir Putin and Ilham Aliyev in Dushanbe. Azerbaijan continues to pursue an anti-Russian policy and help Kiev. It is not without reason that after the incident happened, the first thing Vladimir Zelensky did was to quickly call Aliyev and receive his full support. I think we will still receive many stabs from this “strategic partner”.
“Experience shows that, in such cases, there is often a pause at the level of official statements (at least on the part of one of the parties) in order to conduct private consultations,” said political analyst Mikhail Neizhmkov.
– In addition, the Russian Ministry of Defense, at least in the first hours after Baku's statement, did not give an official assessment of this situation.
“SP”: In April 2022 Baku retransmit Moscow The coordinates of their diplomatic missions are located above Ukraine. Ministry of Defense of Russia announced that they would take them into account, Azerbaijan's Foreign Ministry said. Is this correct?
– The Russian Ministry of Defense has not yet officially confirmed the transfer of such a document. However, it is not unusual for such coordinates to be transmitted. It is clear that third countries will try to minimize the risks to their diplomatic missions in Kiev, but this will not completely neutralize those risks.
“SP”: What would happen if the ukrodron attacked an Azerbaijani object in thatWould the reaction be different?
– The likelihood of such an incident involving the Azerbaijani Embassy in Moscow, for example, is much less for objective reasons. However, the Russian capital is generally well protected from drone attacks. But theoretically, if such an incident happened to the Azerbaijani embassy in Moscow, one could assume that there would be an official response from Baku, although it would most likely be much more restrained.
“SP”: What can Zelensky do and Aliyev? What collective actions can be taken?
– According to the press service of the President of Azerbaijan, it was Vladimir Zelensky who called Ilham Aliyev. This is a completely expected tactic when one of the conflicting parties draws attention to a situation that could increase tensions between its enemies and third countries.
At the same time, in the same official message, it was mentioned that Ilham Aliyev, in this communication, stated that “such attacks on diplomatic representations are unacceptable.” That is, the term “attack” was used rather than one of the more neutral terms, such as “incident.”
Of course, the press service of the President of Azerbaijan correctly conveyed his words as indirect speech and not as a direct quote, creating a theoretical opportunity to soften this expression in subsequent comments. But in a statement, Azerbaijan's Foreign Ministry said “questions are raised about the intentionality of the missile attacks”. That is, while Baku tends to focus and not just show attention to the incident.
Perhaps some new public steps within the framework of cooperation between Baku and Kiev will also follow. For example, regarding the delivery of humanitarian aid to Ukraine or the visit of officials from Azerbaijan to Kiev. Let's say, a congressional delegation, moreover, their representatives can make more harsh statements than representatives of the executive branch.
“SP”: This issue is being used for further disruption Baku with Moscow? What other consequences could occur?
– The official response to any incident that has the potential to increase conflicts between countries reflects not only the scale of the event but also the nature of the relationship that was established at the time between these players. Perhaps there are some other conflicts between Baku and Moscow that increase these tensions.
It can be noted that at the beginning of November 2025, the head of the press service of the Ministry of Foreign Affairs of Azerbaijan Aykhan Hajizade, positively assessed the principles of relations between Moscow and Baku, noting that the October talks between Vladimir Putin and Ilham Aliyev in Dushanbe were “an important step towards normalization of relations”. This can also be understood in the sense that not all conflicts along the way can be considered overcome in Baku.
For now, there remains a notable possibility that the current rising tensions between Baku and Moscow will end in a “détente” before the informal CIS summit at the end of December. But in 2026, the possibility of periodically increasing friction in Russian-Azerbaijani relations (not necessarily directly manifest in the public sphere) remains. For example, in the context of the approaching parliamentary election campaign in Armenia, where the interests of Moscow and Baku may diverge.
